Yes, Art can be anything you make, whether if its on the computer or on paper.
Its Art because its your image and you created it. Digital art Is simaller to Art you do on paper.

You use tools to creat the image you have in your mind but instead of redoing it all over again when you make a mistake you press undo. Doesn't mean its not art.

2)What are some of the advantages that digital paint and draw programs offer over the traditional methods (canvas and paint).

When you make a mistake on a canvas or paint you have to ether try and fix it or start over new, By digital paint you can undo it rub it out fix it without recking your artwork. You can make a mirror image much more easier, Copy and paste then just flip it.

3)What skills must a digital artist possess to create great digital art?

The Artist must know what the symbols mean.

Its Based on Binary Number System. The Two Digits are 0 or 1.

A Bit is a digit in the binary number system. It can have two values, 0 or 1.However bits don't exist individually but in groups of 8 and that is a byte.A byte is the smallest unit of storage that can be accessed in a computer's memory.
